STATE : Assembly Approves Mandatory Earthquake Insurance Measure

SACRAMENTO — On the last day of the State Legislature, a compromise bill that would provide mandatory earthquake insurance to all homeowners passed one major hurdle, winning final Assembly approval on a 43-21 vote. That sent it back to the Senate for a final vote tonight.

Under the earthquake insurance measure, SB2902 by Sen. Frank Hill (R-Whittier), all homeowners would pay an annual surcharge of $12 to $60, depending on degree of risk.

Lawmakers also struggled today to bring and hold together tentative agreements on oil spills, bonds, school funding, county funding and a March primary election.

Leaders were unable to announce final agreements on any of those major issues, leaving any final action for the last hours of the two-year, 1989-90 session.
