Communist guerrillas rejected Philippine President Corazon Aquino’s declaration of a cease-fire in the capital and areas devastated by a recent earthquake and announced the resumption of full hostilities. Romulo Kintanar, a leader of the Communist New People’s Army, made the announcement to news agencies.
