LONDON — Amid traditional glittering pageantry, Queen Elizabeth II opened a new session of Parliament today and promised the embattled government will be “constructive” about the drive for European union.
The monarch, dressed in a flowing white gown and red robe and wearing the jewel-encrusted imperial crown, outlined an exceptionally light legislative program for the coming year in a speech written by the government.
