Joseph F. Carroll; First Chief of Defense Intelligence Agency

Joseph F. Carroll, 80, a retired Air Force lieutenant general who was named the first chief of the Defense Intelligence Agency when it was formed in 1961 to coordinate the various intelligence units of the armed forces. Carroll, a former FBI agent, had been an Air Force inspector general and chief investigator of the 1960 defection to the Soviet Union of two employees of the National Security Agency. He also had served as deputy commander and chief of staff of Air Forces in Europe and as deputy inspector general for security of the Air Force. He retired in 1969. In Alexandria, Va., on Sunday of pneumonia.
