BRING THE KIDS: Looking for good child-care programs? Head for Irvine. Working Mother magazine picked the city runner-up behind Baltimore as the American city providing the best child care. . . . Irvine was cited for setting up extensive after-school programs. A city official says Irvine’s 17 elementary schools have on-site programs that care for about 1,350 children. The magazine says its top 15 cities showed “an unusual commitment” to the problem of child care, but all need more programs.
