MEMORY AID: Thomas J. Mays got such good marks on handling last February’s oil spill when he was Huntington Beach mayor that he was elected to the state Assembly in November. . . . With the one-year anniversary of the spill coming Thursday, insiders say the Republican will mark the day by announcing a package of proposed state laws and regulations to prevent another spill. . . . Mays won’t have any trouble remembering the anniversary. It will be the day after his 37th birthday.
