In response to “Property Owners Doubt Graffiti Plan Will Work” (Metro, Jan. 24):
Why should Los Angeles property owners be responsible for the illegal activities of others? A better idea is to offer a small reward ($500) to anyone who is responsible for the apprehension and conviction of the culprit applying graffiti to a building. Upon conviction, there should be a mandatory sentence of 1,000 hours of community service plus a fine to cover the expense of repainting the building. If the defendant is a juvenile, make the parents responsible.
Charge the property owner and you exacerbate, not mitigate, the problem!
