Baker on U.S. Rebuilding Iraq After War

While reading in The Times about Baker’s announcement that the U.S. and its allies may finance the rebuilding of postwar Iraq, I can hear my wife (a teacher in the Garden Grove Unified School District) telling me she will have to buy her own paper to complete a student project. It seems district funds are frozen.
Go figure!
