Cairo has been home to many Kuwaitis during the war, and there has been jubilation in some of its ritzier hostelries as guests make plans to return to their war-ravaged country. But there are PROBLEMS. “I am going home, I am going home,” said one exultant Kuwaiti in a luxury hotel that houses many wealthy exiles. “As soon as my BMW gets out of the shop.”
