Fixed Mortgage Rates Rise Slightly: They averaged 9.50% this week, up from 9.49% last week, the Federal Home Loan Mortgage Corp. reported. It was the highest level since rates were at 9.56% the week ending Feb. 1. Adjustable-rate mortgages were at 7.45%, down from 7.51% last week and the lowest since Freddie Mac began tracking adjustable rates in 1984.
