British Commander Awarded U.S. Medal

RIYADH, Saudi Arabia — Gen. H. Norman Schwarzkopf, U.S. commander of Operation Desert Storm, on Saturday pinned a Legion of Merit medal on Lt. Gen. Peter de la Billiere, commander of British forces in the Gulf War.
Schwarzkopf praised De la Billiere as a “brilliant military tactician, strategist and planner.”
The medal is the highest award the United States gives to foreign military officers.
