REBEL VOTE: Garden Grove Assemblyman Tom Umberg crossed party lines Thursday by casting the sole Democratic vote against the state budget (A1), raising eyebrows in both parties. Speaker Willie Brown was rankled when Republicans jabbed him over the defection. Said an unapologetic Umberg: “I told him earlier that I wasn’t going to vote for the budget, and there was no sense spending time twisting arms.”
