Charles N. Houston has been selected vice president and regional manager of PCL Construction Services Inc.’s Pacific region based in Irvine. Houston, who has been with the company for 20 years, has been involved in many of its major construction projects nationwide. In addition, John Harper has joined PCL as chief estimator and James F. Carlson has been appointed director of business development. Harper was previously chief estimator at Swinerton & Walberg in Los Angeles, and Carlson spent four years at Snyder-Langston Builders in Irvine before joining PCL.
