South Pasadena : Conflict Charges Dismissed

The City Council, entering a long-running political squabble, has dismissed accusations of conflict of interest against Councilman Harry A. Knapp and his wife, Clarice, a member of the city’s Cultural Heritage Commission.
After a hearing of more than two hours Wednesday, the council concluded that evidence presented by four members of a self-styled watchdog group, the South Pasadena Taxpayers Assn., did not merit action against either of the Knapps.
Tom Biesek, a member of the citizens group, charged that Clarice Knapp--in personal disputes with neighbors--had violated ethical standards by using her influence as a commissioner and wife of a councilman.
Biesek also accused Harry Knapp of unduly lobbying to increase the discretionary powers of the cultural commission.
