US Facilities Corp.: The Costa Mesa insurance and reinsurance holding company said net income for the second quarter more than doubled from the year-earlier period, to $1.8 million, or 43 cents per share, from $846,000, or 22 cents per share. Revenue declined 9%, to $15.2 million from $16.7 million. For the first six months, net income rose 88% to $3.2 million, or 79 cents per share, from $1.7 million, or 43 cents per share, for the period in 1990. Revenue fell 9%, to $31.1 million from $34.3 million.
