Day-Care Contact Snags Fugitive Father

PHILADELPHIA — FBI agents arrested an Englishman accused of tying up his former girlfriend in London and kidnaping their 2-year-old daughter last month, the agency said Tuesday.
Bernard Downes, 29, of London, was found when he tried to enroll the girl, Vida Fenton, in a day-care center where a federal prosecutor’s wife works, authorities said. He was arrested here Monday night.
