FIRST LADY? None of the 19 Republicans in California’s congressional delegation are a woman, notes former U.S. Treasurer Angela (Bay) Buchanan of Irvine. She plans to do something about that. . . . Buchanan, who lost a bid last year to be elected state treasurer, says she may run for Congress if reapportionment opens a new seat in Orange County. Says Buchanan, whose brother, Pat, is a conservative and former Reagan speech writer: “I think it’s important to add a woman to the ranks.”
