John H. Zenger has been elected a vice president of Times Mirror Co., Los Angeles. Zenger was previously chief executive of Zenger-Miller Inc., a training company for Times Mirror, which publishes The Times.

Edwin A. Musselwhite, newly appointed president of San Jose-based Zenger-Miller, will assume the additional duties of chief executive while Zenger continues as chairman.
