Soccer’s governing body has imposed an immediate ban on building temporary seating at soccer stadiums and demanded rigorous inspection of temporary grandstands already in place. The move came eight days after a collapse of bleachers in Bastia, Corsica, killed 13 and injured 700 just before the start of a French Cup semifinal.
