Mortgage Rates Fall: Thirty-year, fixed-rate mortgages averaged 8.54% last week, down from 8.59% the week before, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the second lowest rate since 8.47% in the week of Jan. 17. Rates were 8.53% in the week ending May 22. On one-year, adjustable rate mortgages, lenders were asking an average of 5.90%, down from 5.94% the previous week. The rates did not include add-on fees known as points.
