White House spokesman Marlin Fitzwater says Bill Clinton won’t agree to Republican debate rules because he’s ahead in the polls. Since debates tend to favor challengers over incumbents, it seems more likely George Bush won’t agree to the bipartisan debate rules because he’s behind.
