Philadelphia Mayor, Workers Forge Pact

PHILADELPHIA — A union walkout that brought many city services to a halt ended the day it began Tuesday when the mayor and the city’s blue- and white-collar unions reached tentative agreements.
The board of the 12,000-member District Council 33, American Federation of State, County and Municipal Employees Local 394, gave its approval on a 15-6 vote. It represents blue-collar workers such as garbage collectors.
The 3,000-member Council 47, which represents white-collar city office workers, settled in the afternoon. Union members were to vote on the agreements later.
Mayor Edward Rendell called the pact “extremely fair.”
