Japan ‘Dumping’ Power Tools, Agency Rules: The Commerce Department ruled provisionally that certain cutting, sanding and grinding tools from Japan are being “dumped” on the U.S. market at less than fair value and ordered temporary duties imposed. It said it would make a final ruling March 12. If the U.S. International Trade Commission later issues a final ruling that the Japanese goods are injuring the American industry, the duties would be made permanent. The ITC, which monitors foreign adherence to U.S. trade law, has already issued a preliminary ruling that imports of such items as circular and jig saws and wood and metal sanders and grinders are injuring U.S. companies. Commerce acted on a petition by Black & Decker Inc.
