Thomas B. Curtis, 81, a Missouri congressman from 1950 to 1968. A conservative Republican from a district that included St. Louis and St. Charles counties, Curtis served on the tax writing Ways and Means Committee and was a House negotiator on the General Agreement on Tariffs and Trade. His congressional career ended in 1968 when he lost a U.S. Senate race to Democrat Thomas F. Eagleton. In 1975, he was appointed to the Federal Election Commission by President Gerald R. Ford and served as its chairman. In 1976 and 1980, he played a prominent role in writing GOP national platforms as a representative of presidential candidate Ronald Reagan. In St. Louis on Sunday of congestive heart failure.
