BOB’S BATTLE: When Robert E. Badham was a congressman from south Orange County, he was a staunch defender of the El Toro Marine Corps Air Station. But Badham, an ex-Navy officer, retired from Congress in 1989 and is now a high-priced consultant. And it was Badham who represented Newport Beach Tuesday at the Base Closure Commission hearings. The city wants the based closed and turned into a commercial airport.
