DEJA VU: Incoming FBI Director Louis J. Freeh will be sworn in next week by Judge Frank M. Johnson Jr. of the U.S. 11th Circuit Court of Appeals, a jurist who gained near-legendary status for standing up to segregationists during the early years of the civil rights struggle and who is one of Freeh’s role models. . . . For Johnson, it will be a ceremony with special meaning because he was President Jimmy Carter’s first choice to head the FBI in 1977 but had to back out when he was struck by a lengthy illness.
