Hal Teitelbaum has been promoted to vice president of sales for Pay USA, a payroll and tax-filing service company in Santa Ana. He had been director of sales. In addition, Paul J. Francoeur has been appointed director of sales for the Southern California region. He has previous sales, customer support and management experience with Bank of America’s payroll division and Harte-Hanks Shoppers.
