German Official Urges Open Telecom Markets: Post and Telecom Minister Wolfgang Boetsch said the United States should reconsider a proposal that would allow foreign companies to enter U.S. communications markets on a reciprocal basis only. Speaking at the National Press Club in Washington, Boetsch noted that Germany plans to open its markets to all competitors. Congress is considering legislation that would lift restrictions on foreign investment in U.S. telephone carriers only for those companies based in countries that allow comparable access to their phone markets.
