What: The council will consider giving a special permit to a billiard parlor that would allow the business to operate within a commercial center at 5914 Warner Ave. However, neighboring tenants oppose the pool hall because of safety and security concerns. The council will also consider hiring a consultant at a cost of $50,000 to assist the city in lobbying the California Coastal Commission to address the city’s concerns about the Bolsa Chica housing development.

Newport-Mesa Unified School District board meeting

Where: Harper Community Board Room, 425 E. 18th St., Costa Mesa
What: The board will review preliminary budget criteria and assumptions for the 1995-96 year. Also on the agenda: the first reading of new district investment guidelines, including the formation of an investment advisory committee. The board also will review a proposed districtwide student dress code.
