* Let’s see, South Africa bans the death penalty in order to bring itself in line with “civilized” norms (June 7). Meanwhile, our U.S. Senate includes in the anti-terrorist bill “stringent new limits on Death Row appeals” (June 8). It seems that we are moving backward, instead of forward.
