WORLD IN BRIEF : IRAQ : Changes in Cabinet on Eve of New Talks

President Saddam Hussein made a change in a key military position in his Cabinet as U.N. official Rolf Ekeus arrived for talks that could be crucial in ending the economic embargo against Iraq. Lt. Gen. Hussein Kamel Majid, the president’s son-in-law, has taken direct control of the Military Industrialization Organization from Gen. Amir Mohammed Rashid, who was named oil minister. The move apparently removed Rashid from his role as a key negotiator with Ekeus, who heads the U.N. panel in charge of implementing the 1991 Persian Gulf War cease-fire terms on weapons.
