Universal Care Sets Up Toll-Free Number: Universal Care, a Signal Hill-based health maintenance organization for Medi-Cal beneficiaries, said it has set up a toll-free telephone number for patients to report marketing abuses. The number is (800) 211-4666. The phone line, the company said, is part of a new “zero tolerance policy” that also includes the hiring of an outside private investigation firm for “ongoing monitoring” of Universal employees to prevent marketing abuses.
