Start of Economic Recovery Seen: Rising capital investment, consumer spending and corporate confidence point to an economic rebound, the government said. In its official monthly assessment of the economy, the Economic Planning Agency conveyed the upbeat news in a subtle fashion. For the first time in three months, the report doesn’t say “the economy is weakening.”
