El Segundo-based Mattel Inc. has agreed to pay a civil penalty of $146,186 to settle Federal Trade Commission charges for not delivering collectible Barbie dolls on time or providing prompt refunds to customers. . . . Menlo Park-based Geron Corp. said it reached a preliminary agreement with Pharmacia & Upjohn Inc. in which the Swiss drug giant will invest $2 million in Geron initially to develop a new class of cancer drugs.
