Democrats Stall School-Voucher Bill

President Clinton won a round in the high-stakes fight over school vouchers when supporters of the concept in the Senate failed to muster the 60 votes needed to cut off a Democratic filibuster. But the final outcome is still uncertain. The House version of the bill is expected to include a provision that would give vouchers to parents in Washington, D.C., to help pay for tuition at private schools; the Senate is likely to adopt the idea when the two versions are reconciled. The administration worries that passage of the bill would spawn similar efforts across the nation.
