Ex-Chief’s Lawsuits on Council Agenda

The City Council will meet in closed session Monday to discuss three lawsuits that former Police Chief W. Douglas Franks has filed against the city.

The meeting will be closed to the public because it involves pending litigation, an exception to the state’s open meetings laws, officials said.

Franks, 60, served as the city’s chief for seven years before being placed on administrative leave in September 1996.

A worker’s compensation doctor in 1997 determined that Franks was suffering from hypertension and hypertensive cardiovascular disease as a result of his job, according to city reports.
