Indictment Refused in Slaying of Parolee

PHILADELPHIA — A grand jury refused to indict two parole officers who shot a parolee 11 times and killed him as he hid under a mattress in a basement, even though his family said he was unarmed.
The officers said Kenneth Griffin, 28, fired at them first when they arrived to arrest him for a parole violation.
No gun was found, but the officers claimed that family members in the home hid the weapon.
