Cox Communications Inc., the sixth-largest U.S. cable TV company, is launching local telephone service in San Diego, competing against SBC Communications Inc.’s Pacific Bell subsidiary. The company began marketing a $9.95 monthly phone service in several east San Diego communities and will offer the service to 200,000 in the area by the end of the year.
