Providian Financial Corp. said it will open a new operations center in Louisville, Ky., this fall, its fifth new office this year. San Francisco-based Providian, the biggest issuer of credit cards to consumers with tarnished credit, said the new office will add 1,000 new positions to its sales, telemarketing and collections staff.
