The City Council this week approved a $35.6-million budget for 1999-2000 that includes a $210,000 increase in efforts to fight the proposed El Toro airport. Council members designated $7,500 for the Laguna Playhouse and $5,500 to the No Square Theatre. Also included in the budget is a 4% raise for city employees, conditional on approval of a 4% property tax increase.
