AllAdvantage.com plans to launch a service today offering Web surfers 50 cents an hour for their time online. In exchange for the loot, the Internet users must allow a bar of advertisements to move across the bottom of their screen. Members, who sign up for free, earn money any time they are online and displaying the so-called viewbar, which opens automatically whenever their browser is launched.
