A homeowner will continue fighting a planned shopping center despite a City Council decision Monday to reject his request for a rehearing. The attorney for Al Morelli, who owns two homes on Shamrock Lane that border the Harbor Boulevard site, said the fight will now move from City Hall to the courtroom.

The council this month approved the development, which will include a restaurant, a Target Greatland store and a garden center, affirming an earlier approval by the Planning Commission. On Monday, the council determined Morelli did not present new evidence against the project, which is required for a rehearing.
