The City Council is expected Wednesday to present a formal proposal to bring the Festival of Arts to the city, Mayor Susan Ritschel said.
The council decided in March not to extend its exclusive negotiation period with the festival because the city expects to have a letter of intent ready by Wednesday.
San Clemente and festival officials are considering a 30-acre site near the Talega development, where the festival would have room to expand.
