The Planning Commission today will consider revising the city’s rules on the types of businesses allowed in the 1500 block of North Lemon Street to allow construction of a 281,133-square-foot commercial retail center. The city’s General Plan currently allows limited industrial uses and not commercial businesses for the area. The new shopping mall would include a home improvement store, a health club, three drive-through fast-food restaurants, two full-service restaurants and an office building.
