The California Special Districts Assn. presented John Schatz, general manager of the Santa Margarita Water District, with the Champion of the Year Award at its annual conference in Monterey.
Schatz was presented the award for his advocacy of special districts such as the Santa Margarita Water District to the Commission on Local Governance for the 21st Century and his testimony on behalf of the districts before the state Legislature.
Special districts are set up to handle issues such as water, sanitation, fire protection and even parks and recreation for communities that would otherwise control these services through the local city or county government.
