City Council members gave final approval this week to a plan to build 91 homes northwest of State College Boulevard and Bastanchury Road.
A road leading in and out of the development would be built off State College Boulevard, with private roads stretching through the project and ending in cul-de-sacs. An emergency access road would be located at the west end of the tract, connecting to Bastanchury Road.
