5 Accused of Defrauding Investors of $25 Million

A Chula Vista man and his associates are accused of defrauding 500 investors, many of them retired Filipinos living in San Diego County, of $25 million.
Federal prosecutors filed a civil complaint against Edmundo Rubi and four others after investigating a civil court lawsuit alleging fraud. On Friday, prosecutors filed contempt charges against Rubi after he violated an order to appear in court to account for millions of dollars transferred overseas.
