A jury has hit the state Department of Education and Supt. Delaine Eastin with a $4.5-million judgment in a whistle-blower case.
The verdict found Eastin was personally liable and should pay punitive damages that could amount to millions of dollars.
James Lindberg, an adult-education consultant, said he was demoted unfairly after bringing evidence to officials that federal money was being misused by community groups that were supposed to provide English classes to adults.
