New Premier Says State Is Politically Stable

Prime Minister Patrick Manning sought to assure his country that it has a functioning government and chided political rival Basdeo Panday for laying claim to the leadership of Trinidad and Tobago.
As Manning’s new Cabinet met, Panday--the former premier--assembled his own “cabinet” in another part of Port of Spain, the capital, insisting he had not relinquished power after a deadlocked December election in the Caribbean nation.
Manning, who was selected by President Arthur Robinson to lead a new government, said the country is politically stable.
