Irish Voting Again on Expansion of EU

Irish voters went to the polls on whether to approve a vast European Union expansion, a proposal they rejected last year. Approval would remove the last major legal impediment to expanding the EU into a community of nearly half a billion people.
With less than a sixth of the vote counted, the proposal was leading about 66% to 33%. Final results are expected today.
The expansion would also reorganize EU institutions to streamline decision-making. It must be ratified by all 15 current members to take effect, and 14 already have done so by parliamentary vote. Ireland’s Constitution required a referendum.
